You need to know what report template the calculation is needed for. The type of custom calc must match the report type i.e. Account-wide Company Summary report.

Navigate to Custom Calculations --> Custom Detail fields and create a custom detail field based on the type of reporting value being created. Under function, select "Constant", name the constant, add the value of the constant and select ratio. Then you can apply the constant against standard report values and add filters to create new report values, i.e. Billable hours
